Director / Sales – I
Director / Sales ? I is assisted by four Dy. Directors and four Ads to cater the needs of Commercial queries in respect of Central, North and Border Zones. Each section consisting of one Dy. Director and one Assistant Director is assigned to deal the work relating to general policy matter, decision of commercial organization regarding fixing and targets and release of connections, voluntary disclosure scheme, service connection charges leviable etc. in respect of each zone. These sections also issue commercial instructions / rules in the form of Commercial Circulars / as approved by the Regulatory Commission from time to time and also put on the website of PSEB. One section of Dy. Director alongwith Assistant Director is purely assigned to the task of framing Sales Regulations. This section takes requisite action with regard to amendment in Indian Electricity Act 2003 from time to time and also updates the Sales Regulations. Director / Sales – 2 Director / Sales ? 2 is assisted by 2 Dy. Directors and 2 Assistant Directors to cater the needs of Commercial queries in respect of West and South / Operation Zones. Each section consisting of one Dy. Director and one Assistant Director is assigned to deal the work relating to ED and Octroi charges and Free Power to AP sector, Tariff related matter are being dealt by this section. These sections also issue commercial instructions / rules in the form of Commercial Circulars / as approved by the Regulatory Commission from time to time after obtaining approval of Full Board and Whole Time Members and also put on the website of PSEB
3. Director / Billing: Billing Directorate, PSEB, has been assigned the work of preparation of Electricity Bills for Domestic, Non-Residential, Small Power, Medium Supply, Large Supply, Bulk Supply, Railway Traction, Agricultural Power and, Public Lighting categories of consumers. There are 14 No. Circle level Computer Service Centers headed by AEE/ CSC, for receiving, checking & forwarding billing data between Operation Sub-Divisions & respective Computer Centers at Chandigarh and Ludhiana. 4 No. Zonal Level Computer Service Centers headed by Sr. XEN/ Addl.SE located at Jalandhar, Amritsar, Bhatinda and Patiala for providing technical and administrative support to the Circle level Computer Centers as well as act as Service Center for the circles at zonal headquarters, 2 No Computer Centers headed by Deputy Director/CC, Chandigarh and, Ludhiana, 3 No Centralized Billing Cells at Ludhiana, Patiala and Jalandhar.
• NOTE: No. of Consumers as on 31/08/09, as per M/s DOEACC. A. Payment Collection: A number of alternatives for cash/cheque collection have been made available to the consumers, these include: a) Computerized cash collection counters: More than 1000 computerized cash collection counters have been set up throughout the state which are manned and managed by PSEB cashiers. Consumers can step in and deposit their bills at these counters and collect payment receipts after making payment. Of these computerized collection centers, those located at Ludhiana & Patiala cities have been inter-connected with central servers based at these cities, thereby enabling the consumers of these cities to deposit their bills at any cash collection counter irrespective of the area/ sub-division of issue of bills. Efforts are on to roll out the interconnectivity to other cities namely, Bhatinda, Amritsar, Jalandhar and, Mohali. b)On the spot payment: Spot Billing work in 20 no. divisions has been allocated to 2 no firms, namely M/s CSS Tech. Hyderabad, and KLG Systel Gurgaon. They have been authorized by PSEB to collect on-the-spot payments from consumers after submission of bills, at the option of the consumer. c)Easy Bills: M/s Easy Bills Ltd, New Delhi have been awarded contract for collection of payments of electricity bills through a large number of retail outlets franchised by them in the cities of Ludhiana & Patiala. This facility is being extended to other main cities by inviting tenders through press.d)Sevak Machines: Automatic Bill Payment Machines (34Nos) have been installed throughout the state by M/s Forbes Technosys Ltd., New Delhi, for accepting both cash & cheques on 24 x 7 basis. The firm also provides assistance and guidance to consumers from 7AM to 11 PM through machine attendants posted at the machine for depositing consumers' bills. These are located at:
e)Internet payment: PSEB Website www.pseb.gov.in / www.psebindia.org has been provided with the facility for on-line viewing of customers' bills and on-line payment of bills using a host of options e.g. Credit Card, Debit Card, Net Banking through more than 20 different Bank . f) Bank/ Post Offices: Remote area consumers can also pay their bills through designated bank / Post Office Branches also On-the-Spot Billing: a)Out-Sourced: PSEB has engaged services of M/s CSS Tech Ltd, Hyderabad and m/s KLG Systel, Gurgaon, through Open Tender System, for on-the spot-billing of 20 no divisions of PSEB throughout the state Group A M/s CSS Tech. Hyderabad

b) In-House Spot Billing: PSEB has also initiated in-house Spot Billing in other 20 No. Divisions
Centralized Billing Cells: Three no centralized billing cells located at Patiala, Ludhiana & Jalandhar are engaged in preparationof bills fo Large Supply, Bulk Supply and Railway Traction category of consumers at present. These are being geared up to take up the work of monthly billing of other category of consumers having sanctioned load in excess of 100 Kw. Director / Billing SUB: Functions / Duties attended by the Nodal Officer's Section.
Functions / Duties attended by the Nodal Officer's Section are as under please:- • Matter / Meeting regarding continuation in Board's service after the age of 50 / 55 years. • To attend the Review Meeting with Secretary / Board • To pursue the Audit / CAG Paras and submission of consolidated reply to the concerned office. • Issue of PSEB NOC to PUDA / PUDA Promoters on behalf of the Board. • Preparation / consolidation of information of Monthly Note to Chief Minister, Punjab • Submission of consolidated information of Weekly In House Meeting to Secretary Board. • Submission / preparation of reply of Assembly / Lok Sabha Question / Assurances • Consolidation and supply of Misc. information on behalf of CE / Commercial with Govt. of Punjab / Govt. of India and any other work assigned from time to time by the CE / Commercial
