TENDER NOTICE

Applications are invited from different firms for registration with G.G.S.S.T.P. Rupnagar for: -
A)        JOBS UNDER DY. CE. MMC-I

  1. Breakdown / Preventive maintenance of TG Equipments & overhauling of associated auxiliaries of 6x210 MW KWU make BHEL units.
  2. Breakdown/Preventive Mtc. And overhauling of BFP’s,CWP’s ,CEP’s and allied  auxillaries of 6x210 MW units.
  3. Breakdown/Preventive Mtc. And overhauling of equipments of Mechanical axillaries of 6x210 MW units such as DM plant & its allied system, Air compressors, DG sets & Fire diesels engines etc.
  4. Breakdown/Preventive Mtc. and overhauling of  air conditioning & its allied  system Such as compresspers of ACCEL, Kirloskar  make having rating upto 112 Tons alongwith associated air handling units and water pumps.
  5. Breakdown/Preventive Mtc. and overhauling of window AC, Split AC, Package AC of different types/ ratings and water coolers of differrent capacities.
  6. Repair/ reconditioning of various types of mechanical aux. jobs such as condensers, cooling coils, eliminators, High capacity air washer blowers  and chlorinators upto 100 Kg/Hr.
  7. Re tubing of condensers of 210 MW units.
  8. Retubing of various heat exchangers such as lube oil coolers, stator water coolers, seal oil coolers, heaters etc.
  9. Painting jobs for equipments such as vessels, tanks and pipe lines etc.
  10. Rubber lining jobs of tanks , pipes and pipe fittings etc.
  11. Different type of fabrications jobs such as fabrication of tanks, vessels & other mechanical jobs, precision machining jobs such as Hydrogen seal rings,Governing valves etc.
  12. Rebabitng jobs of various bearings, bushes etc.
  13. Repair/ reconditioning of BFP cartiridges of KHI and Weir make pumps.
  14. Testing of differrent lifting tools and tackles.
  15.  Cleaning of condenser tubes using water powered bullet shot technique.
  16. Helium leak detection test of condensor and connected system and Eddy current testing of condenser tubes.
  17. Repair and reconditioning jobs of EOT cranes of capacity 15 Ton to 125 Ton
  18. Various thermal insulation jobs like pad insulation of pipings and vessels, spray insulation of turbine casing and governing valves and ceramic type insulation of turbine casings.
  19. To provide epoxy coating on tube sheet and water box of heat exchangers.

B)        JOBS UNDER DY.CE. MMC-II

Breakdown/Preventive mtc. And annual overhauling of Boiler, Air pre-heaters and their auxiliaries of 6x210 MW BHEL make units at GGSSTP, Ropar.

Post operational chemical cleaning of boilers of 6x210 MW units at GGSSTP, Ropar

On line setting of safety valves set pressure by Trevitest method of boiler of 6x210 MW units at GGSSTP, Ropar

On line sealing of leakages of steak/water/air/oil etc on pipes, valves bonnets/glands, flanged joints etc. of 6x210 MW units at GGSSTP, Ropar

Breakdown/Preventive mtc. And overhauling of wet ash handling equipment of 6x210 MW units at GGSSTP, Ropar

Cutting of wild growth/clearing of fly ash, lifting & their disposal from ash disposal lines of 6x210 MW units at GGSSTP, Ropar

Breakdown/Preventive mtc. And annual overhauling of Bowl mills (XRP-803 & HP-803), Raw coal feeders, mill reject system & its auxiliaries, preventive/breakdown mtc. And overhauling of coal pipes, removal/cleaning of mills reject, raw coal from feeders, coal dust & also cleaning of bowl mills area & R.C. feeder area and transportation of mill reject, coal dust to coal handling plant area for six units (i.e. 6x210 MW) of BHEL make units at GGSSTP, Ropar

Breakdown/Preventive mtc. Overhauling of ID fans, FD Fans, PA Fans, Seal air fans, ESP ducting & dampers.

Supply & Application of Insulation and allied material on boiler and its auxiliaries.

Repair & Rebabitting of sleeve bearing (white metaled bearings.).

C)         JOBS UNDER DY.CE. IMC


1

To carryout repair/breakdown & preventive mtc. /overhauling works of control and Instrumentation equipment of 6x210 MW GGSSTP, Ropar units.

To carry out repair/breakdown & preventive mtc./overhauling works  of motorized & pneumatic operated valves and Gear boxes of 6x210 MW GGSSTP, Ropar units

Collections & Preparation of Sample from coal loaded Wagons Unit wise RC feeder Coal, Fly ash Bottom Ash, in Shifts Coal Mill Fineness, Stack Emission, Ambient Air Emission, Flue gas, Oil Bulk Density, Waste Water Samples and related Miscellaneous work & up keeping of coal sampling & testing Laboratory.

D)        JOBS UNDER DY.CE. CHP CIRCLE

Major overhauling of wagon tipplers

Erection of new Electric wire hoist at wagon tipplers.

Steel fabrication works which includes Deck Plates, Sealing Plates of conveyor belt, Platforms of Towers, Belt Structure, Chutes & Fabrication of hoppers, providing of new Flap Gates, chutes of wagon tipplers & replacement of steel Plate in NUTH hoppers, Chutes of Stacker Re-claimers, Tipper Trolley and floor or crushers etc.

Repair of different type of conveyor belt pulleys/rollers and servicing of plumber blocks of different pulleys in Situ.

Overhauling of Rotary Breaker (Primary Crusher) Ring Granulator (Secondary Crusher) of CHP.

Repair of Operator seats & fixing of windowpanes etc. in the operator’s cabins of locomotives & Bulldozers at GGSSTP Site.

De scaling and repair of radiators of Engines of Locomotives & Bulldozers at firm’s premises.

Repair of Boss-Sprockets of Bulldozers & repairs of idlers for Bulldozers

Repair of Track chain of Bulldozers.

Design, supply, Erection & commissioning of High Mast Lighting Towers in Coal Handling Plant (Design work include Designing of the foundations of high mast lighting towers as per bearing strength of soil and wind Velocity patterns of CHP site).

E)         JOBS UNDER DY.CE. EMC

1

Preventive/breakdown mtc. Of Lighting equipment & cables connected with the same of all the six units of Rupnagar and Micro Hydel Project including street and fencing/boundary lighting system and cleaning & up-keeping of cabling system.

2.

Repair of 100 KVA, 415/433 volt DELTA/Star, Lighting Transformers including assembly, insulating heating drying testing.

3.

6.6 KV MOCBs silver plating of pole parts.

Laying of 6.6 KV cables.

Annual running contract for various works such as re-caging, re-staggering & rewinding etc. of HT motors 6.6KV 3 Phase 50Hz of capacities ranging from 185 KW to 4000 KW of BHEL, NGEF, Kirloskar, Crompton Greaves of Jyoti makes and wound rotor of 71 KW LT Motor of KEC/CGL make.

Overhauling of 6.6KV 3 Phase HT Motors & 415 volt 3 Phase LT Motors from unit 1 to 6 & CHP area at GGSSTP, Ropar.

Preventive/Breakdown Mtc./Repair 6.6 KV HT Motors and their cables for all the six units including Coal Handling Plant and LT Motors alongwith their cables of CHP only & (6 nos.) HT Motors of 3.3KV of Jalkheri Plant.

Repair/rewinding of HVR Transformers of ESPs rating 800 ma, 60KVA, 70KVP.

Preventive/Breakdown mtc. And repair of 415V LT Motors and connected cables of all the six units.

Annual contract for rewinding/repair of 220V DC motors of various ratings  i.e. 3.7KW / 5.6 KW/6.9KW/ 10KW/ 11KW/ 28KW.

Mtc. of 220 KV Switchyards and transformer yards areas (20 Acres approx).


F)         JOBS UNDER DIRECTOR FE&T

1

Maintenance of photocopier machines of various makes like Modi, Ricoh, Canon and Gestetner etc.

2.

Maintenance of data processing Computer Systems and computers installed at GGSSTP, Rupnagar

3.

Works to take Video and Still Photographs of Technical Equipments such as coal rakes, plant machinery and other allied jobs etc. at GGSSTP Rupnagar.

4

Providing assistance to PSEB workmen in Railway yard of GGSSTP, Rupnagar  for receipt and released coal rakes.

5

Consultancy services in the matter of various Railway claims for PSEB.

G)        JOBS UNDER S.E. OPERATION

  1. Cleaning of Clarifiers.
  2. Filling and removing of resin from exchangers.
  3. Filling of acid/Lye tanks.
  4. Shifting of heavy chemicals, lab. Chemicals, Glassware etc. etc. from main store to site.

TERMS & CONDITIONS FOR REGISTRATION--

Technical Requirements: -

    1. Jobs under Dy. CE. MMC-I:-
      1. For the jobs at Sr. no. 1 to 3 firm should have minimum two years experience in the field of equipments of TG and its aux. for the units having capacity 210 MW and above.
      2. For the jobs at Sr. no. 4 to 6 the firm should have minimum two years experience in executing the jobs of air conditioning for industrial units preferably power plants having equipments such as compressor of rating 100 Ton and above.
      3. For the jobs at sr. no. 8 firm should have minimum experience of at least two jobs of retubing of condenser of capacity 210 MW and above.
      4. For rest of the jobs firm should halve sufficient experience in respective fields and should have executed sufficient jobs with reputed power stations of NTPC/SEB’s/ Power utilities of capacity 210 MW and above.
    2. Jobs under Dy.CE. MMC-II
      Only those firms / contractors may apply for registration who have sufficient experience in respective fields with SEB,s/NTPC/ State owned thermal power stations. Firms will submit proof of satisfactory execution of maintenance/ erection works for last two years.
    3. Jobs under Dy.CE. IMC
      Only those firms / contractors may apply for registration for the jobs who have minimum two year experience in same/ similar kind of works with SEB, s/NTPC of units having capacity 210 MW & above. Copy of latest work orders must be attached.
    4. Jobs under Dy.CE. CHP Circle
      1. For job at Sr. no.1 Firm should have executed/completed overhauling of wagon tippler or routine/breakdown Mtc of wagon tippler or erection & commissioning of W/T either at GGSTP or at any other thermal plant and should submit proof in this regard.
      2. For job at Sr. no.2 Firm should have executed/completed the installation and erection of electric wire rope hoist/E.O.T. crane/winch of minimum 3 ton capacity of fabrication and erection work of minimum 20 ton steel. 
      3. For job at Sr. no.3 Firm should have executed/completed same type of work in past in coal handling plant of GGSSTP or any other thermal plant.
      4. For job at Sr. no.4 to 9 Firm should have executed/completed same type of work in past in coal handling plant of GGSSTP or any other thermal plant.
      5. For job at Sr. no.10 Firm should have experience of design supply erection and commissioning of high mast lighting towers at least 30 meter in any private, public sector or Govt. organization and should submit proof in this regard.

    5. Jobs under Dy.CE. EMC
      Only those firms / contractors may apply for registration for the jobs who have minimum one year experience in relevant field against each job.
    6. Jobs under Director FE&T
      Annual Maintenance Contracts for different photocopier machines installed at GGSSTP area placed upon the firms only who have supplied these machines or their authorized service providers for repair and preventive/breakdown maintenance and for supply of toner/in & replacement of spare parts.
      1.       2. The firm should have sufficient experience of repair and preventive maintenance/breakdown maintenance of the computer hardware’s, their peripherals i.e. printers etc and installation/configuration of SCO open Server 5.0.7 & windows 98/ XP/MS office/Local Area Network etc. 
      3. The firm should have sufficient experienced work force having knowledge of photography & videography etc.
      4. Firm should have sufficient workforce cable to read & write in the register for recording the data during the receipt of coal rakes at GGSSTP.
      5. The consultant should have sufficient experience of coal transportation through Indian Railways & handling of coal rakes from various collieries of Coal India Ltd.
    7. Jobs under S.E. Operation
      The firm should have two years experience for handling the jobs of Chemical department (Water section) on a thermal power station.
GENERAL TERMS AND CONDITIONS: -      
  1. The firms who are already registered for any of the job as detailed and are having valid registration need not apply.
  2. The firms may apply for any or all the registrations for the works as detailed above. The firm will apply to the concerned DY.CE for a particular job and should fulfill the technical requirement laid against each job.
  3. The registration fee is Rs.500/- for jobs costing upto Rs.2.0 lacs and Rs.1000/- for jobs costing above Rs.2.0 lacs .
  4. The firm applying for registration for a particular job must indicate maximum amount of order they can execute.
  5. The firm seeking registration should be registered with EPF commissioner and should intimate its independent EPF Account No. The firm will give an undertaking in the form of an affidavit that his firm does not have any dispute with R.P.F.C. regarding deposit of EPF of employees for the works executed by it and is complying with all the regulations of EPF Act applicable from time to time.
  6. The firm will also comply with all the provisions of ESI Act.
  7. The firm will comply with the provisions of Service Tax Act.
  8. The firms/contractor will have to get a license under Contract labour Regulation & Abolition Act, 1970 before start of work in case 20 or more workers are to be engaged on work if any allotted to it.
  9. The contractor will have to abide by all Labour Laws such as Factory Act, 1948, Minimum wages Act, Workmen Compensation Act, Contract Labour Regulation & Abolition Act, 1970 etc.
  10. Registration does not mean in any way that the contractor is automatically qualified for issue of tender documents. For issue of tender document, other conditions of NIT have to be fulfilled and he will have to compete with other eligible contractors to get the work order.
  11. Contractor applying for registration should be financially sound and shall produce bank solvency certificate at the time of registration. They should also indicate their annual turnover during last three years.
  12. The registration authority reserves the right to refuse for registration without assigning any reasons. In case of any dispute, the decision of C.E/O&M, GGSSTP, Rupnagar shall be final.
  13. Registration shall be valid for two years from the date of registration.
