B SCHEDULE OF SERVICE CONNECTION CHARGES AND SERVICE RENTALS.

Service Connection Charges (SCC) are to be recovered from all the prospective consumers and the existing consumers seeking extension in load. Service Connection Charges as prevalent are given hereunder:-

1.2 Variable Charges: No Variable charges are leviable up to 150 metres. Beyond 150 metres for all loads variable charges @ Rs.125/- per metre length of service line shall be recoverable.

1.3 In case of loads above 1 MW, the SCC shall be recovered on the basis of above rates or actual cost whichever is higher

1.4 Yellow Card Holders: They can pay the service connection charges in instalments of Rs.10/- per month.

1.5 All such prospective and existing consumers who will pay or have paid service connection charges in full shall be exempted from the payment of monthly service rentals.

1.6 For connections given before 15.9.1964, the service rentals are recoverable at the following rates:-

1.6.3 Three Phase Supply above 30KW:

Service and equipment rentals :@ 1.6 paise per rupee of estimated cost of service line (excluding the cost of 30.48 m) and equipment per month.

1.7. For connections given after 15.9.1964 and the applications registered up to 31.7.1970:

1.7.1 Single Phase Supply:- The Service rentals shall be recoverable at the flat rate of 1.6 paise per rupee of the estimated cost of service line(excluding 30.48 metres) and equipment per month.

1.7.2 Three Phase Supply (Load up to 30 KW) :

1. Service Rentals : @ 1.6 paise per rupees of estimated cost of service line(excluding the cost of 30.48 metres) and equipment per month.

2. Service equipment charges As per rates provided under 1.6.2

per month.

1.7.3 3 Phase Supply : Rates as provided in 1.6.3 shall be

2 Service Connection Charges for Industrial and Bulk Supply:

2.1 For New Connections:

2.1.2 Above 1 MW Rs.750/- per KW or actual cost whichever is higher.

Service Connection charges under Para 2.1 shall be applicable for loads up to 1 MW where the length of new or augmented or both line(s) to be provided is up to 300 metres which will include 11 KV line( whether overhead or cable) LT line and service cable. Where this limit exceeds 300 metres, the applicant shall be required to pay actual cost @ Rs.125/- per metre for 11 KV line, LT Line and Service Cable in excess of 300 metres as additional Service connection charges (non-refundable). However, no component of distribution, sub-station/ transformer to be created would be charged wherever applicable.

Note:- In case of SP consumers only the cost of new HT Line(T-off), LT Line(New/Augmented) and service cable @ Rs.125/- per metre for portion beyond 300 metres shall be recovered in addition to normal service connection charges. Augmentation/bifurcation of existing 11 KV line shall be carried out at the cost of Board/Licensee under system improvement schemes.

2.2 Extension in load:

2.2.1 Where the consumer is either paying service rentals or had paid the service connection charges on KW basis for the original load:

To be charged @ Rs.750/- per KW for extension part only.

However, the charges for service line in excess of 300 metres shall be charged @ Rs.125/- per metre for the length of service line( new or augmented or both) feeding such consumers.

Extension in load bringing the total load above 1 MW

Rs.750/- per KW (Chargeable for extension part only) or actual cost whichever is higher.

Rentals on original load, if applicable already, shall continue.

2.2.2 Where the consumer had paid service connection charges in full:

2.2.2.1 No Charges for extension shall be recoverable where the cost of service/common part of service line had been paid by the applicant at the time of release of original connection provided:-

No augmentation of service /common portion of service line had been carried out at Board's cost ever since the release of connection and the additional load can be released from the existing line without augmentation and the cost deposited by the consumer at the time of release of original connection is not less than 'per KW charges' payable on the basis of total connected load(including extension in load).

For calculating the per KW charges, rates as applicable at the time of release of original connection shall apply for the existing load and prevailing rates for the extension in load. Difference, if any, between the actual cost paid and the recoverable amount ' per KW charges' shall be payable by such consumers at the time of release of extension in load. This shall also apply to the loads fed through independent feeder laid at the cost of the consumer.

The cost of line/bay( 33/66/132/220 KV) paid by the consumer at the time of clubbing./conversion of supply to higher voltage shall be appropriated towards service connection charges at the time of subsequent release of extensions in load, if applicable. However, for calculating the total ' per Kw charges', service connection charges already recovered in respect of clubbing cases, the applicable rates to different connections as existing prior to clubbing are to be taken into account.

2.2.2.2 Cases involving augmentation of service/common portion of service line at Board's cost or if the augmentation had taken place subsequent to release of connection at Board's cost shall be dealt with as per provisions of sub-Para 2.2.1

Note :- In case a consumer augmented service/common portion of service either under own material scheme or at his own cost, then the above provision shall not be applicable which interalia means that no charges for extension shall be recoverable at the time of extension provided actual line cost already paid by him is more than per KW charges payable. Also Refer Para .3.

2.3 Recovery of cost of 66 KV/33 KV line/Bay from Industrial/Bulk Supply Consumers.

2.3.1 The feasibility clearance for 66/33 KV connection shall be given from the nearest 220/132/66/33 KV Sub-Station wherever technically feasible irrespective of Mother/Ring Main/or Radial Sub-Station. The consumer shall be required to pay the actual cost of the works involved for laying of the service line from the Sub-Station and erection of the Bay. The size of the ACSR conductor shall be decided keeping in view the demand of the prospective consumer with minimum size of the ACSR conductor as 0.15 Sq. inch of Single Circuit Line on Single Circuit Tower. However, in case Board desired to erect single circuit line on double circuit towers taking into consideration future load growth, the extra cost involved(due to difference in price of the double circuit and single circuit towers) shall be borne by the Board.

2.3.2 For release of industrial connection from nearest 66/33 KV radial/ring main Sub-Station besides payment of actual cost of the line, the consumer shall also have to pay pro-rata cost of the transmission system of the Board/Licensee from primary/mother 220/132 KV Sub-Station to the extent system of Board/ Licensee is used by the consumer. For this purpose the cost and capacity per MVA-KM of 33/66 KV line shall be considered as Rs.0.30 lacs per KVA-KM.

In case where augmentation of the existing transmission system is required to release a new/extension in load, augmentation will be done by the Board at its own cost after recovering above pro-rata user charges.

2.3.3 If the connection is to be released from 220/132 KV then the consumer shall pay the actual cost of 66/33 KV transmission line on single circuit towers.

2.3.4 Besides recovery of cost as per 2.3.2 or 2.3.3 above, cost of one bay of Rs.30 lacs shall also be paid by the consumer.

However, the amount so worked out shall be subject to recovery of minimum fixed service connection charges which are otherwise leviable in rupees per KW as per prevailing instructions from time to time for release of new/extension in load connections.

2.3.5 In between tapping of existing transmission line emanating from mother station for new connection/extension in load would be allowed provided proper loop in loop out( LILO) arrangements are made from tapping point to the nearest 66 KV/33 KV Sub-Station( i.e. consumer's Sub-Station). Consumer shall have to bear the actual cost of two bays instead of one in such eventualities besides paying the cost of line from tapping point including LILO lines or fixed per KW service connection charges whichever are higher. Note:- LILO arrangement for existing 66 KV supply consumers and tail end consumers shall not be applicable. Similarly in case of an existing consumer (except induction furnace) seeking extension in load/ demand up to 25% of the existing sanctioned load /contract demand, the LILO arrangement shall not be insisted upon. However the LILO arrangement is mandatory for release of new connections.

2.3.6 This cost shall be updated every year on First April.

2.3.7 The capacity up to 100% of the original sanctioned load or balance capacity left over after release of original load whichever is lower be kept reserved for a time period of 5 years for the consumer who initially pays fully for the cost of line. If such consumer comes forward for extension in load within a period of 5 years he shall pay difference of SCC worked out on KW basis applicable from time to time for the total load including extension in load and cost of line deposited at the time of release of original load.

2.4 While assessing the connected load for working out service connection charges, both general and industrial loads shall be taken into account.

2.5 The per KW service connection charges for the extension in load shall be as contained in Para 2.2 above and these shall be in addition to the service rentals on the original load, if applicable thereon.

2.6 An increase in the connected load even without increase in contract demand shall call for payment of service connection charges as applicable. However, if the consumer seeks extension in contract demand subsequently he shall be required to pay the cost of augmentation of the system for loads exceeding 1 MW.

2.7 Consumers seeking contract demand higher than 60% of the connected load shall be charged one time charges termed as 'Contract Demand Charges' as under:-

2.7.1 For Contract demand above 60% and up to : Rs.200/- per KVA

80% of connected load.

2.7.2 For contract demand above 80% of connected load : Rs.300/- per KVA

Note:-In case of SP or MS consumers if the load after extension in load falls under LS category, one time contract demand charges shall be worked out after taking his existing demand equivalent to 100% of the sanctioned load by using power factor of 0.88.

2.7.3 In case of existing consumers requiring extension of load, the above charges shall be leviable on the basis of contract demand of the aggregated connected load or only on the contract demand for extension in load whichever is minimum.

2.7.4 The above charges shall not be leviable in respect of H.T. Bulk Supply Consumers and Industrial consumers getting supply at 33 KV and above.

2.7.5 Large supply consumers getting supply at 33 KV and above are exempted from the payment of one time contract demand charges.

2.8. In case of LT connections involving overhead line for loads up to 30 KW released before 15.9.1964, the rentals are recoverable as under:-

2.9 Service Rentals for LT connections involving overhead line for load up to 30 KW released after 15.9.64 and for applications registered before 4.7.75 are recoverable at flat rate of 1.6 paise per rupee of the estimated cost of the service line(excluding cost of 30.48 metres) per month. The Service equipment charges shall be recoverable at the rates provided under Para 2.8.

2.10 Service lines and equipment rentals for loads above 30 KW for which applications were registered before 4.7.75 and demand notice were issued before 27.7.79 ( for such consumers, who had not opted for payment of service connection charges) are recoverable @ 1.6 paise per rupee of the estimated cost of service line( excluding cost of 30.48 metres) and equipment per month.

2.11 For applications registered on or after 4.7.75, no service rentals shall be applicable as they were required to pay cost of service line/service connection charges as applicable.

3 Recovery of Service Connection Charges for extension in load by consumers who had paid the full cost of the line:-

Industrial and Bulk Supply consumers availing connection for load exceeding 1 MW have to pay the entire cost of the service line laid for them. By Virtue of paying the entire cost of the line involved in releasing the connection, the consumer is entitled to avail within five years extension in load up to 100% of the original load for which the line had been erected provided that the line so erected is capable of taking the total load i.e./ the original load and extended load up to 100% of the original load. If, however, the line already erected is unable to take the 100% extension of load, the extension in load shall be limited to the capacity of the line. In such an event the consumer is not required to pay service connection charges for the extension in load provided the cost of the line already paid by him is more than per KW charges calculated at the applicable rate from time to time on the total load including extension in load applied by the consumer.

3.1 If the extension in load applied by the consumer is in excess of the capacity of the line already erected or more then 100% of the original load, the consumer shall pay the service connection charges as applicable to new applicants/consumers.

3.2 If during the period of 5 years from the date of connection some load has already been released from the line, whose entire cost has been paid by the consumer, who seeks extension in load within five years up to the extent of the capacity of the line or 100% of the original load, whichever is lesser, the release of additional load shall be regulated as under:-

3.2.1 Load released on Voltage above 11 KV and Loads above 1 MW released on 11 KV:

Extension in load to the original consumer shall be allowed( within the capacity of the line originally erected for him) at the cost of the Board even if augmentation /erection of new line is required.

3.2.2 Load upto 1 MW released on 11 KV:

In this case care should be taken for a period of 5 years that a margin of 100% of the load of the original consumer is available in the capacity of the line. If other consumer(s) wants connection(s) to be released by utilizing the available margin, the new consumer(s) singly or jointly as the case may be shall pay towards the cost of the augmentation of the line so that sufficient margin in capacity is available to cater to the additional requirement of the original consumer.

3.3 Provisions of the proceedings paras of this regulation shall not be applicable whereas a result of extension in load/demand the supply voltage level of the consumer changes or when the consumer changes the site of the premises.

4 Service Connection Charges for Agriculture Power:

4.1 For General Category: All prospective tube well consumers covered under general category shall pay Rs.3,000/- per BHP as service connection charges. However, for the following categories amount of service connection charges shall be Rs,.2,000/- per BHP.

4.1.1 Marginal Farmers

4.1.2 Prospective consumers holding yellow cards.

4.1.3 Applicants getting connections within 16 Km of International Border Belt.

4.1.4 Applicants getting connections in Sub-mountaneous/Kandi Areas of the State.

The above charges are recoverable where total length of service line including new 11 KV line, LT Line (New/Augmented) and service cable is up to 1 KM (Out of which LT Line/Service cable route length should not exceed 500 Metres from the common pole). Where the total length of service line is more than 1 KM (Out of which LT line/service cable route length does not exceed 500 metres) the applicant under this category shall be required to pay cost of new 11 KV line beyond this limit @ Rs.125/- per metre as additional service connection charges. However, no component of distribution sub-station/ transmission cost would be charged.

4.2 For connections to be released on priority under the terms and conditions of Self-Financing Scheme (SFS):

The service connection charges shall be worked out as under:-

All the prospective consumers covered under the terms and conditions of SFS shall pay Rs.3,000/- per BHP as service connection charges in lump sum. These charges shall include transformation charges and cost of service line (HT/LT) up to 500 metres beyond which Rs.125/- per metre shall be payable for any extra length of service line as additional service connection charges. The route length of LT Line and service cable shall not exceed 500 metres from the common pole.

Note: for release of TW connections under discretionary quota of Chairman, Rs.2000/- per BHP as processing fee shall be charged in addition to Rs.3000/- per BHP as SCC.

4.3 The cost of common portion of HT line beyond the prescribed limits for different categories mentioned above shall be recovered in proportion to the applied load if more than one applicant are involved.

4.4 The bifurcation/augmentation of existing 11 KV lines, if required, shall be carried out at the cost of the Board.

4.5 A consumer applying for extension in load shall submit A&A forms alongwith the requisite security. On approval of the extension in load, demand notice shall be issued requiring the consumer to pay special charges(non-refundable) @ Rs.3,000/- per BHP for the extension in load and also to submit the new test report at the time of compliance of the demand notice.

5 Service Connection charges for Public Lighting:

All street Lighting consumers are required to pay actual cost of laying works for installation of Street Lighting Points. Amount to be deposited shall be intimated through demand notice. The Local Body should be clearly informed that the estimated expenditure is only tentative and is subject to the final approval of the competent authority.

6 Service Connection charges for Railway Traction supply:

Railway Traction supply consumers shall be required to pay the full cost of the estimate for providing such supply at grid voltages of 132/220 KV as per availability of the Bus.

7. Connection Charges for Temporary Supply

7.1 Service Provided by Board/Licensee:

7.1.1 If the Board/Licensee provides and installs the service line/ equipment and meter, but augmentation of lines, erection of new HT lines and pole mounting sub station is not required, the consumer shall be charged four times the service line/ equipment rentals and the relevant charges (e.g. meter rentals and service charges) prescribed in the Schedule-A of General Charges for each period of 30 days or less during which the temporary supply has been given.

7.1.2 If the demand is very heavy and the Board/Licensee has to augment the line and pole mounting substation for catering the demand, the consumer shall be responsible to pay in advance an amount equal to four times the erection and dismantlement charges (actual cost viz cost of consumable / unserviceable material plus labour charges), 27.5% departmental charges, four times the line/equipment rentals (related to such augmentation of lines, erection of HT lines and pole mounted Sub-Station) & service charges. These charges shall be as prescribed in the Schedule of General and Service Connection Charges.

7.2 Material to be supplied by the Consumer: If a consumer provides the material for service including service equipment and meter box(the Board/Licensee installing the same) the consumer shall be responsible to pay the Board/Licensee all erection and dismantlement charges incurred by the Board/Licensee on the above service, departmental charges @ 50% on the cost of labour for erection and dismantlement. In such a case a consumer shall be charged no service line rentals, but only four times the other relevant general charges as mentioned in Para-7.1 above.

7.3 Deposit by the Consumer: Before any expenditure is incurred in giving temporary supply, a cash deposit should be taken in advance from the applicant to cover the following:-

7.3.1 If the service is to be provided and installed by the Board/Licensee, but no augmentation of lines, erection of new H.T.Lines and pole mounting Sub-Station is required:-

i). Line Rentals

ii)Meter Rentals & Service Charges

(As per rates given in Schedule-A)

iii)Energy Charges as per corresponding Schedule of Tariff for Temporary Metered Supply.

7.3.2 If the service is to be provided and installed by the Board/Licensee but augmentation of lines, erection of new HT lines and pole mounted sub-station is required.

i) Erection and dismantlement charges

including departmental charges

ii) Meter Rentals, service line/equipment

rentals & Service Charges

(As per rates given in Schedule-A)

iii)Energy charges as per corresponding Schedule of Tariff as given above.

7.4 After disconnection of the temporary connection, the balance amount of advance deposit if any may be refunded to the consumer within 15 days after adjustment of outstanding bill/charges.

8. Service Connection Charges for Temporary Supply to Wheat Threshers

8.1 The prospective consumer who requires temporary connection for operating wheat threshers shall be charged service connection charges as under:-

8.1.1 Rs.20/-BHP for getting new thresher connection where no augmentation is required.

8.1.2 Rs.50/-BHP where the connection is new and augmentation is required on the existing sub mains.

8.1.3 Rs.100/-BHP where augmentation of transformer etc. is required on the existing sub-mains.

8.1.4 The above charges will include cost of service cable up to 50 metres. Beyond this, the cost of service cables will be payable by the consumer. No charges other than those mentioned above are to be recovered as service connection charges.

8.2 Extension:

In the case existing tube well consumers governed under the flat rate or meter supply rate require extension in load for operating wheat threshers, service connection charges as mentioned under 8.1.1 to 8.1.3 above shall be recovered for total load. Such connections shall be governed under the relevant industrial schedule for Temporary Supply namely SP, MS and LS as the case may be subject to the minimum charges as per relevant industrial tariff for temporary supply for the total load.
